Grenade/Rocket Launcher

I have noticed that many times grenade launchers and rocket launchers keep killing people through their shields. I think I have a reason behind the grenade launcher, but I don't know why rocket launcher goes through shield. As for why grenade launcher goes through shield, since there are multiple splash damage grenades, they can land behind the blocking player and cause damage. Is this intentional?

The grenade launcher is not easy to control. Many times people would avoid it just by running towards opponent. I think its intentional after all of those ... I forgot how to say it on English.

But i dont think rockets go through. Do they? I didnt notice than.
